Growth in Idaho To Do List:

 

·       Growth, development and changes are unavoidable and inevitable. So we musk ask ourselves how do we want to direct it. That is why efforts should be focused on directing and shaping it to stable outcome. Whether you are for or against Idaho’s population growth you have to admit that it is happening and someone has to deal with it.

 

·       Each new addition of infrastructure needs to be streamlined into the existing infrastructure, or existing infrastructure needs to adequately prepare for change.

 

·       Responsible growth should create infrastructure not require it.

 

·        Investment in the future is the first line of defense for growth, development and change. That is why investment and laying down the foundations for the future is so important. Idaho deserves access to opportunities to be self-sufficient, access to facilities, and adequate roads and resources.

 

·       Growth, development and change should not be a financial distress, cost the current taxpayer more proportionally or put undue burdens on existing taxpayers. With property taxes on the rise this is even more important. It should be able to pay for itself and not burden those who are already here.

 

·        We need laws that respect responsible growth, development and change that prepare us for the future. Before development, we must consider the community needs. Growth, development and change are essential and must encourage responsibility that is sustainable in the long-term, takes responsibility not only for the future of the community, but also respects the current integrity of the community, as well be responsible for the potential growth, survival and stability of the community. We need growth, development, and change that is in the best interest of its’ citizens.

 

·       Smart growth to me is growth that does not have a direct or indirect negative effect on any aspect of established areas.

 

·   Growth, development and change should not diminish the average Idahoans’ Quality of Life or burden the Idaho taxpayer in the long run. We need growth, development, and change while preserving the reasons people live here.

 

·      The balance between stable growth and stable environment is very important to a state whose source of income is agriculture and tourism. We need to make sure that income is here to stay.

 

·       Create more opportunity for “Green Buildings” and “Green Development” in Idaho. We have to create incentives for buildings and developments that do not have a negative impact on the environment.

 

·       Promote parks and recreational areas. Not only is this important to an area whose economy depends on tourism, but it is also important to one’s physical and mental well-being.

  

·        We need stronger control of State Contractors that abuse the system.

 

·       Help prevent Eminent Domain - I am a strong believer in personal property rights, but I also believe property owners are responsible to community and neighbors and do not infringe on a communities’ expense or safety.

 

·       I would rather see responsible urban development than urban sprawl that puts our resources at risk or infringes on our “Quality Of Life”. It is important to create safe, reliable, assessable and particularly responsible urban areas for the citizens of Idaho.

 

Impact Fees or New Property Taxes:

 

Existing taxpayers and property owners should not be burden from infrastructure and amenities needed to accommodate new development. Development should be able to pay for itself and not burden those who are already here. Growth should not diminish the average Idahoans’ Quality of Life or burden the Idaho taxpayer in the long run. Before we develop, we need to ask ourselves; how will the existing support for the social amenities (Fire, School, Parks, Police to name a few) be effected and how long or if the new tax base can supply those additional community needs? Will the existing tax base be adversely affected? Development should respect the integrity of the community. We need to encourage responsible growth and development that is sustainable in the long-term and takes responsibility for the future communities. Introduce impact to lessen the burden on the local existing property taxpayer. It is unfair for existing taxpayers to supply the needs of new residents until that tax base is utilized. Existing taxpayers shouldn’t be burden by new development. Impact fees should be utilized as not to burden existing taxpayers but, there has to be something else other than a one time fee that does not burden industry or existing taxpayers.

 

Allow cities and counties to determine their own impact fees and limits instead of imposing the burden onto existing taxpayers and property owners for infrastructure and amenities resulting from new development.

There is a current argument that increased fees may dampen growth. However, we must acknowledge and city or county with real long-term financial sense are not going to do anything that is financially detrimental to themselves whether it is encouraging or discouraging specific growth.
