JEREMY P BOGGESS Idaho State Senate District 4 CK HERE FOR FREE YARD SIGNS BENEFITS AND NEEDS OF AN EXCEPTIONAL EDUCATION SYSTEM PREVENT OUR CHILDREN FROM GIVING UP ON THE FUTURE LESSON THE TAX BURDEN ON THE LOCAL TAXPAYER OUTSIDE INVESTMENT AND FUNDING EDUCATION Benefits and Needs of an Exceptional Educational System:
· Fact: higher educational level often equates to a higher quality of life.
· A proper education is the best offense to break the “Cycle of Poverty”. Let us create opportunities that stop the burden on the welfare systems, while creating self-worth and self-sufficiency. We need to give citizens an honest opportunity to support themselves; or at least make a contribution.
· We cannot afford welfare systems to be just a check. We need to give citizens an honest opportunity to support themselves. Currently, a large portion of school-aged children in Coeur d’ Alene School District 271 qualify for some or all assisted lunch. It is up to us to give them a chance at a future.
· Make sure all students and parents know the benefits and have an equal chance to access a higher education.
· Give all Idahoans something more than living paycheck to paycheck. Education and self-reliance is a vital key in preserving the middle class.
Prevent Our Children From Giving Up On The Future:
We must make sure that we create an environment that encourages learning and where children are not disillusioned from completing or continuing the educational process. Education is an investment in their future.
We need to give children the extra help in school they need today that deal with issues of the future.
· Keep low student to teacher ratios & keep neighborhoods intact.
· Have more accredited college credit courses in high school and more accredited high school credit courses in junior high. Early graduation reduces school financial obligations.
· Increase peer-counseling opportunities for students and class accreditation for tutoring others.
· Additional credits in apprenticeship, vocational/technical training, academic, tutoring, and college preparation programs would be beneficial for student experience, and cost effective labor for organizations that participate.
Increase education and/or training to create future self-reliance and opportunity. One of the most valuable assets for the future is what our children can create. Education is the first line of defense in preparing the future and leaders of tomorrow. Idaho’s future depends on affordable college, education, apprenticeship, technical, vocational and/or job training for reliable job markets for workers of all ages. We deserve and need to keep the most qualified and talented personnel in Idaho.
In my opinion, Idaho does not provide enough sufficient education and employment opportunities for its’ citizens and children. We need to search out and implement solutions to our educational problems in our state. We cannot let opportunity and self-reliance fade away.
We need to create an environment where people not only feel safe but optimistic toward the future. We must prevent our children from “giving-up” on the future. We need to encourage our children’s educational pursuits, but more importantly give them the assistance to do so. We must give all a legitimate and equal chance to succeed. Giving our children additional benefits or opportunities to be self-sufficient or succeed is the sign of any just society. We must give them ability to explore, pursue and create to the best of their potential. While in office, our group intends on improving the “Quality of Life” for everyone, (not just a select few), by creating opportunity and infrastructure along with educational and job training opportunities that promote an atmosphere of self-sufficiency, self-reliance, self-ingenuity and an optimistic future.
We do not believe in handouts, however, a hand-up needs to be genuine and given to all workers. The opportunity for self-improvement must be offered to all. A chance for a future must be guaranteed and equal to all. We must give future generations opportunities that may be out of reach for them. We need to make sure everyone has the opportunity to better themselves with some form of higher education or training. We need to encourage our children’s educational pursuits as well as assist them. We must give all of our children a legitimately equal chance to succeed. Everyone, in one way or another, has a special talent. If you bring out their best ability, you bring out their best potential. We must also insure that we do not neglect those students who have the ability to succeed and see that they are given the opportunity to do so. Imagine what talents or discoveries could be lost if they do not have the chance to flourish?
If we want our children to be competitive and self-sufficient in the world of the 21st century, we have to supply our work forces with the tools and skills needed. Idaho needs affordable education, apprenticeship or job training and reliable job markets for workers of all ages. Let us not only educate and create opportunity to keep the best and brightest future talents to stay in Idaho, but also a work base that brings quality jobs. We need to devote more resources to our children’s futures if we wish them to compete effectively in the world of tomorrow.
· Encourage affordable college, technical or vocational training for all of those who want and/or need it.
· Ease student transition from school to school, but also from school to the work force.
· Devote more resources and pass educational reform that actually prepares and educates our children, adults, and future society in general to compete effectively in the world market of the 21st Century. Let’s invest in the future.
· Create incentives for corporations and businesses to apprentice, train and hire individuals entering the work force.
· Provide an educational process that is a responsibly safe environment; conducive to learning and promotes self-reliance.
· Provide a safe environment from sexual offenders and those that would do harm.
· Create partnerships with community projects that provide adequate and reliable corridors and pathways to our schools.
· Educators should not be responsible for what should be the parents or guardians responsibilities. It is the responsibility of schools to educate, unfortunately there are those parents that need to be forced to accept and take responsibility of their children.
· Encourage parent participation in communities and schools.
· Create afterschool activities that encourage parent involvement.
· Create the ability for extra curricular activities where parents can be involved, as well as the children in contributing to the community.
· Encourage the States’ financial responsibility. The State of Idaho needs to fulfill its obligation rather than count on unreliable federal money.
· Prevent educational districts that put public and private organizations/industries at odds with one another.
· When a family with children looks for a home, (right after economic climate of the area), they ask themselves what are the schools like.
Lesson the Tax Burden on the Local Taxpayer:
· Prevent state cuts in funding that shifts the states educational responsibility onto the local taxpayer.
· Support bills that force the state to face up to their moral and fiscal responsibility towards educating the future. I would not support any bill that forces the costs onto the local taxpayer without approval from the taxpayer.
· Make sure educational districts are not wasting our taxes and that they are spending our money proficiently.
Impact Fees or Property Taxes:
It is apparent that our school districts have been in financial distress for the last few years. Existing property owners should not be financially responsible for new development in the school district. The voters of the community deserve the ability to vote on whether there should or should not be impact fees on new development. Voters need be able to introduce impact fees for education to lessen the burden on the local existing property taxpayer. It is unfair for existing taxpayers to be burdened by new development and be required to supply the educational needs for the children of new residents until their tax base can be fully utilized. This needs to be fair and equitable to both the school district and construction industry. This is not the complete answer to the funding issue, but merely part of it. These funds need to go directly to the area affected. It is not as simple as a one-time fee, but supplying funds until the new tax base can be utilized. We need impact fees for education to lessen the burden on the local existing property taxpayer for new development.
Outside Investment and Funding:
· Create incentives that encourage outside investment for corporations, businesses and organizations to partnership, participate and support the educational process. Create incentives; whether for academic, hands-on-training, and apprenticeships that train and hire individuals entering the work force and future employees in Northern Idaho.
· Create partnerships with businesses to give high school and college students experience before entering the workforce, trade, or college.
· Increase opportunities for parent organizations and others for fundraising for their school.
· Encourage non-denominational Community Charter Schools. Not only do these schools have more resources to provide an education but also relieve pressure on public schools. However, it cannot be at the expense of another’s opportunity. -- Funding per student in public school should not be decreased because of this.
· Long-term solutions instead of short-term fixes to budgeting crisis. |
